Application Development, Modernization, and Support

Full lifecycle software services, from business analysis and requirements through development, testing, deployment, maintenance, and enhancement of new or legacy applications. This covers web, mainframe, cloud, and hybrid environments, as well as ongoing troubleshooting and security hardening of production systems.

Technology Upgrade / Migration / Transformation

Planning and executing technology modernization efforts — including platform upgrades, refactoring legacy systems, cloud readiness and cloud execution, data migration, remediation, deployment, documentation, integration support, and cutover support. These services also include accessibility remediation and usability improvements as systems evolve.

Enterprise Resource Planning (ERP)

Advisory and implementation support across leading ERP solutions. Scope may include ERP strategy, configuration, integrations, change management, process reengineering, and end-user training to help agencies align systems, people, and processes to business objectives.

Business Intelligence (BI), Data Management, Analytics, and Automation, including DataWarehousing.

Data architecture, warehousing, data migration, data quality, dashboards, analytics, and reporting. This includes designing and tuning data pipelines, integrating data sources, enabling decision support, and delivering operational and executive-level intelligence — all with an emphasis on auditability and traceability.

This category focuses on helping agencies turn raw operational data into usable intelligence. It includes data architecture, data warehousing, data integration, data cleansing, data quality improvement, transformation, and preparation of data for reporting, dashboards, analytics, and decision support. Independent Verification & Validation (IV&V)

Objective oversight and quality assurance in support of mission-critical technology initiatives. IV&V activities include risk assessment, process and product evaluation, standards conformance checks, and ongoing verification that deliverables meet stated requirements — reducing downstream rework and improving stakeholder confidence.

Project and Program Management

Structured program governance and project management aligned with best practices such as PMI’s PMBOK® guidance, Agile delivery practices, risk management, change control, stakeholder reporting, and schedule/cost/quality tracking. The goal is predictable delivery, transparent status, and audit-ready documentation.

How to Order Under DIR-CPO-5917

The ordering process under the State of Texas DBITS model is straightforward and repeatable:

  1. Define the need
    The customer identifies a deliverables-based IT services need that falls within one or more DBITS service categories listed above.
  2. Create a Statement of Work (SOW)
    The customer drafts an SOW that outlines scope, deliverables, acceptance criteria, timelines, and any service level expectations. The SOW must be signed by an authorized representative.
  3. Send the SOW to Inteliblue
    The customer provides the SOW to Inteliblue for review, pricing, and approach.
  4. Receive Inteliblue’s response
    Inteliblue submits a response to the SOW, including proposed deliverables, timeline, and fixed-price commercial terms consistent with the DIR contract.
  5. Issue the Purchase Order
    Once the customer selects Inteliblue, they issue a Purchase Order (PO) to Inteliblue that references DIR-CPO-5917. The project work can begin once the PO is accepted.

Every SOW under DIR-CPO-5917 will clearly define the deliverables, the acceptance criteria for those deliverables, and the service levels, which supports transparency and auditability for the requesting entity.
